Suggestions for a provider??

My current service is buffering like crazy, and it's not me, it's them by their own admission. I'm looking for 2 devices and a good selection of channels with zero, or insanely little buffering. I also need there to be a reliable program for android, and a web portal for PC. Looking to pay $10-$15 per month. Suggestions??
