Is creating a pannel illegal?

Hi guys, I am a web developer and just got an offer from IPTV company to do a panel that solves this xtreamcodes problem. It would use xtreamcodes api and edit xtreamcodes database, so I was wondering if making such thing would be illegal? Should I accept it? Thanks in advance :)
