Is this service legal?

We found this service online today, it's an incredibly good value at only 10 euros ($11) per month. Does anyone know if it is legal/safe to use? Would the TV networks or government come after us for using it? The only thing we plan to watch is the local channels which are broadcast free anyway (we just don't get good reception at our house, even after trying different antennas). Would appreciate any insights.
