Video Stuttering

All of our live channels are stuttering every 20 seconds. It will cut out to a black screen for about 2 seconds

I have tried cleating cache, restarting our devices and rebooting our internet. We have a hard wired connection. VOD has no issues.

My service provider has refreshed my line as well.

Im using tivimate on a android TV. Any ideas for a fix?
